A licensure complaint prompted by #CO31445 was completed on 5/18/23. A deficiency was cited. Based on observation, record review and interviews, the residence failed to ensure its emergency policies addressed a plan that ensured the availability or, or access to, emergency power for essential functions, affecting eight current residents. Findings include: 1. Reference and Residence Policya. Chapter VII regulations governing assisted living residences, require in part 10.12 that residences have a battery or generator-powered alternative lighting system available in the event of a power failure.b. Review of the residence' s undated emergency policies and procedures policy read in part: "this plan was created with the following assumptions being treated as fact in all disaster situations ... power outage/failure ... all residents and staff will be notified that the power will be shut off (and) the projected amount of time of the outage will be given.Emergency lighting and/or flashlights are located in a number of areas throughout the facility. If electrical power fails, the administrator must be notified. The administrator will contact local authorities and will request assistance if needed." However, the policy failed to address the availability of or access to, emergency power for essential functions and all resident required medical devices or auxiliary aids. 2. ObservationOn 5/18/23 at 7:33 a.m., an environmental tour revealed no evidence that the residence had a battery or generator powered alternative lighting system or had access to emergency power for essential functions. 3. InterviewsOn 5/18/23 at 7:33 a.m., Staff #1 stated that she had worked at the residence for four years, and heard that heat and electricity were out for approximately three days in the Fall of 2022. Staff #1 stated that the residence currently did not have access to emergency power. On 5/18/23 at 10:01 a.m.., the administrator stated that she had an emergency generator that was shared between all of her residence' s in a storage unit, however, on 9/9/22 when the power went out, "everything was under control" and it did not require her to get the emergency generator...
